Adel Dakheel | Process Safety Management Instructor | Process Improvement InstituteMr. Dakheel is an accomplished EHS and Process Safety Specialist with about 30 years of experience in the chemical process industry. He brings extensive expertise in petrochemical EHS management and process safety management (PSM), including Permit to Work systems, incident investigation, capital project safety, environmental management, fire protection, and Process Hazard Analysis (PHA).

He has a strong track record in loss prevention, occupational health and safety, environmental protection, fire protection engineering, and process engineering across world-scale petrochemical and fertilizer complexes. Mr. Dakheel has successfully overseen the safe design, construction, commissioning, startup, and operation of multiple multi-billion-dollar facilities, working in collaboration with leading engineering contractors such as Fluor, Stone & Webster, Parsons, Daelim, Samsung, Snamprogetti, Chiyoda, Toyo, Linde, KBR, and CTCI.

His core competencies include risk mitigation and both qualitative (including leading and scribing all PHA methodologies like HAZOP, What-If, and FMEA) and quantitative risk assessments (including deep experience in performing LOPA and consequence analysis) across all project phases. He is widely recognized for his expertise in process safety, operational reliability, and human performance improvement, and regularly contributes as an instructor for various process safety training programs such as PHA/HAZOP Leadership, Writing effective Operating and Maintenance Procedures, Management of Change (MOC) and PSSR, PSM, and PSM auditing. He has trained more than 1400 staff in these skills. He has a BS in Biological Systems Engineering

Mr. Dakheel spent more than 15 years implementing and advancing PSM systems within SABIC before transitioning into consulting, where he has supported multiple organizations in PSM implementation over the past eight years. Since earning his PHA leadership certification in 2003, he has led approximately 20 full-scale unit PHAs and over 100 Management of Change (MOC) PHAs, conducted more than 50 audits, and participated in over 20 major incident investigations, including assignments for SABIC affiliates.
