Stella Manning
Ms. Manning is a chemical engineer from Seattle, Washington with over 14 years of total industry experience, specializing in Process Safety Management (PSM) and regulatory compliance. Prior to joining Trinity Consultants, she spent 13 years working as a Process Engineer and a Process Safety Manager at a variety of facilities in the petrochemicals industry. Ms. Manning holds a Bachelor of Science degree in Chemical and Biomolecular Engineering from the Georgia Institute of Technology.
Ms. Manning has extensive hands-on experience leading and facilitating Process Hazard Analyses (PHAs) using methodologies such as HAZOP, What-If, and Layer of Protection Analysis (LOPA). She has completed several hundred Management of Change (MOC) risk reviews and has supported successful MOC execution for a number of large facility turnarounds and capital projects. In addition, she has conducted numerous PSM and EPA Risk Management Plan (RMP) compliance audits and has developed and delivered a variety of customized PSM and RMP training programs and webinars focused on the petrochemical, refinining, and specialty chemicals industries.
Throughout her career, Ms. Manning has contributed to critical initiatives including global PSM standard and policy development, leading and participating in incident investigations, and performing calculation and classification of process safety events following API RP 754 guidance. Since joining Trinity Consultants, Ms. Manning has partnered with clients across a diverse range of industries to successfully implement and strengthen PSM and RMP programs, performed a number of PSM and RMP applicability analyses, as well as develop U.S. EPA Risk Management Plans that meet regulatory expectations.
